Yes, he could have some sort of disorder. About the book reading - he could have dyslexia that makes it very difficult to read or read at all in some cases. It can also be a number of other neurological issues, but the only way to tell is to have him diagnosed by a doctor that specializes in these types of disorders. Obviously he can learn and remember things by your description. There are interventions that can help your brother, but you need to find out what they are. Earlier in life is better than later in life. You should also meet with his teachers to see if they can offer any more information about his behaviors in class- such as reading aloud, handwriting, spelling, math and so forth.Getting information like this can help make a decision about gettin him diagnosed.

Depends on how short term..... almost every illicit drug will have some sort of withdrawal even after a single use (just like a hangover when you drink). Most people just tolerate it.... or they go get high again which quickly leads to addiction. If someone has been using long enough that the withdrawals are serious then they should look for a rehab to get them through the worst of it.
